"Madam President, as Bernd Lange rightly says, I had the privilege of being the rapporteur for the CARIFORUM Economic Partnership Agreement, and so I hope I am forgiven for seeing that as a bit of a benchmark for other EPAs. If that is the benchmark, then – as others have said and as the Commissioner herself has said – ECOWAS fails this comparison. Instead of a detailed chapter on social and environmental standards such as we have in CARIFORUM, the West Africa Agreement makes heavy reference back to Cotonou. But as we know, the upcoming expiry of Cotonou leaves us wondering exactly how this EPA will be enforceable in the future. I would like to hear more about how the Commissioner sees the expiry of Cotonou in relation to the West African EPA. I slightly disagree with Ska Keller on monitoring. I accept her point that monitoring has not been successful so far, but I do welcome the Commissioner’s commitment to ensuring that the monitoring groups are properly financed, that they are able to operate and that you will act on any reports that come from them. And that is true. It has not been the history so far, but if we do have active monitoring groups, this could be progress."@en1
