"Mr President, given that, as others have said, 70% of our workforce is employed in the services sector, TiSA is a major opportunity for Europe. TiSA can level the global playing field by giving EU companies the same level of market access that third countries currently enjoy in our market. TiSA can be good for small and medium-sized enterprises, in particular, those which find non-tariff barriers more difficult to overcome than bigger enterprises do. TiSA – as we have just heard – can be good for consumers if it tackles the problems they often face with service providers based in third countries. TiSA can be good for workers if domestic labour rights are protected and Mode Four is outlawed from undermining their conditions. I have used a conditional ‘can be’ intentionally. Whether TiSA turns out to be positive depends on protecting our public services, on protecting governments’ right to regulate and on ensuring a high quality of level for data protection. TiSA will only command the support of my Group if it represents, at the end of the day, our values and aspirations."@en1
