"Mr President, yes, indeed, but this Rule 175 is not actually a referral of the matter back to a parliamentary committee. It is simply asking the committee to act as a filter when a very large number of amendments – especially amendments which have very little chance of being adopted in plenary – have been tabled.
The committee looks at them and weeds out all those that have less than one-tenth of the committee supporting them, because they have no chance of being adopted. This then should make our votes in this House much shorter because all those filibustering amendments will have been weeded out by the committee.
So if the committee can meet in time, in the course of the week, it should actually facilitate things if we made proper use of this rule."@en1
