"Mr President, I speak as the Chair of the Delegation for the Korean Peninsula, and it is with a very heavy heart that I get up this afternoon to talk about what is happening in North Korea. I was so upset and sad to hear that a bomb had been exploded by the North Korean regime at a time when the European Parliament and my delegation had been working extremely hard over the last year to build a relationship between the North and the South, to the point that we had been invited by both sides to write a peace treaty between the North and the South, something that – as you may know – does not currently exist. What does exist is an armistice signed some 63 years ago, and the entire construct of the Republic of Korea and the DPRK is built on an armistice. In my understanding an armistice is a break in a war, but not a peace treaty. My intention has been to write this peace treaty with the help of the United States, China, Russia and all the other parties involved. That is what we have been doing. I want to keep our relationship with North Korea open even though they are playing some a dangerous game, which is not of any value as I see it, either to themselves, or to global peace. They cannot create economic structures by building nuclear weapons when their people are hungry and their economy is one of the least developed. We need to keep the door open, and I intend to do that."@en1
