"Mr President, may I gently point out that I do not think we are in a quorum while the debate is taking place. However, I have already said in this discussion, in answer to Mr Van Orden’s speech, that what has happened in India is a bit of a travesty of justice.
What is even more important is to help the Indians to modernise their legal system. For two years the people who have been arrested have been on bail, without any financial assistance, some of them very ill and in poor shape. It has taken the Indian authorities two years to bring this matter to trial. The Indian legal system is groaning under the weight of numbers of cases, some of which have been ongoing for 20 years. You cannot have a democratic country with a justice system that does not function properly. If there is anything we can do to help India it is to modernise India’s legal structures."@en1
