Following the terrorist attacks of 13 November 2015 in Paris, the ‘mutual assistance clause’ of the Treaty of Lisbon was invoked for the first time by an EU Member State. We welcome the unanimous and full support extended to France by all Member States and their readiness to provide all necessary aid and assistance. The EU has never before faced such a convergence of security crises on its doorstep. Although defence policy remains a matter of national sovereignty, we can make European Defence more effective and efficient through European Solidarity."@en1
