"Mr President, I would like to thank Prime Minister Rutte for an impressive speech with a historical sweep, which reminded us that Churchill was among those who launched the process of European integration, something the current crop of British Conservatives seem to have forgotten.
But, Prime Minister, you went on to focus criticism, where it seems that you agree with them, on the alleged problem of excessive regulation that the European Union inflicts on Member States. There are three things wrong with that analysis. First, the Union only ever has legislation if national ministers in the Council have agreed that it is necessary to have common rules. Second, when we get it right, common rules are an exercise in cutting red tape for businesses by having a single set of rules, instead of 28 divergent ones. Third, those rules are about making our market fair. We have common rules to protect consumers, to protect workers, to protect the environment and to ensure fair competition. When we get it right, appropriate regulation is not a burden, but is an asset."@en1
