"Mr President, I welcome the attention given in this report to a cross-cutting approach to tackling youth unemployment, which has at its heart a focus on building a skills base. As a starting point we must recognise that the barriers facing different young people are very diverse, and therefore it is necessary to create synergies within all aspects of government, the community and business in order to maximise the transition from inactivity to opportunity.
This report rightly illustrates that this overarching network should include businesses, with a particular focus on SMEs, statutory education providers and those based in the community, public career services and key relationships between the public and private sectors. Of course, we cannot ignore the expected intrusions into national competence that this report makes. However, the goal of giving young people a true stake in society is one that in the main its authors get right. The ESF Programme has a vital role to play in maximising the work of voluntary organisations who engage with disaffected young people. However, in Northern Ireland the implementation of this fund has been beset by red tape and restrictions."@en1
