"The report commends Competition Commissioner Vestager for good cooperation with the European Parliament, and meantime explicitly demands greater involvement of Parliament in competition matters through the ordinary legislative procedure. The report states for the fifth consecutive time that the temporary state aid in the financial sector was necessary for the stabilisation of the global financial system but must be quickly reduced or totally removed and scrutinised as a result of the completion of the Banking Union. It calls on the Commission to put a stop to social dumping, and emphasises that competition policy decisions must take particular account of the social impact in remote or isolated regions. According to the report, the existing rules, related to competition policy infringements, on fines to be imposed on legal persons for infringements must be supplemented by ongoing penalties against the natural persons responsible. It calls on the Commission to incorporate the rules on fines, for example those imposed in cartel proceedings, into a legislative instrument. Concerning the digital economy, the report notes that the original market models of the competition policy may be inappropriate for the digital economy, and the use of price-based indicators in this dynamic economic sector often fails to achieve the desired outcome.
