"Mr President, I voted against this report while agreeing with the authors that we, as legislators, have a duty to promote an economic environment that is competitive. However, this should be one which allows businesses across Europe to enter new markets and which removes barriers to growth in national economies. I would like to deal with the issue of state aid specifically.
In Northern Ireland, the quarrying industry has been beset for many years by an investigation by the Commission into exemptions from the UK aggregates levy given to local operators. While it is positive that the Commission ruled that the majority of these were lawful, its decision to retrospectively collect a decade’s worth of levy from those who extracted shale continues to loom large over the future of our industry. In counties Armagh, Down and Fermanagh specifically, this reality has the potential to put small quarry operators out of business. It is important to remember that these companies acted in good faith and are now facing penalties through no fault of their own. I have met with the Commissioner to highlight their plight, but it is important that this should never happen again and that companies can act in good faith."@en1
