"Mr President, the discussion and vote on this report today is, quite frankly, a complete and utter waste of parliamentary time: not solely because I disagree with many aspects in the creation of this digital single market, but because before this report has even gone to vote, the Commission has already been solidly working behind the scenes to create and rush through legislation to achieve its goals. It is in this great rush that errors are made and it is we, the consumers and businesses of the EU, who have to bear the burden of poor legislation. Take, for example, the recent changes to VAT rules for the sale of digital services, a scheme thought up by the bureaucrats of the Commission, who have little to no experience of running a business. Unsurprisingly, one year on from its introduction, this EU proposal has forced thousands of small businesses across Europe to cease trading within this internal market. Yet, rather than admit defeat, this report has the cheek to suggest that, overall, the VAT rules have been a success. At a time when faith in the European Union is at an all—time low, it is embarrassing to see the suggestion in this report that the EU trustmark for online sales will induce consumer trust."@en1
