"Madam President, I think we are all agreed that what we want is better air quality. We want an end to one-off laboratory tested type approval and we want to bring real-world driving emissions testing in as soon as possible. Of course there are many technical details to be agreed, but the fundamental agreement is on the table from the 28 October TCMV meeting. That agreement represents a real change. By 2020 we will have a guaranteed conformity factor of 1.5. When you consider that some vehicles coming on stream now are probably emitting up to five or six times the 80 mg limit, how can you turn down the opportunity to limit that to 120 mg? People in Europe with respiratory problems caused by pollution deserve that.
I know we all want a conformity factor of 1 – of course we do, and I would like to see a commitment from both the Commission and the Member States that this will be reached by a specific date. Supporting this objection will not get us that. It will merely create a delay that could stretch into months or even years. That is a delay in health improvement for tens of thousands of Europeans. So let us use this opportunity to get round the table and agree when we are going to get to that conformity factor of 1, get the Member States to agree to it too, rise above the interinstitutional stand-off and achieve results for our citizens."@en1
