The text calls in particular for an effective implementation of the new EU Action Plan on Human Rights and Democracy 2015 - 2019. The report suggests avenues of action for making human rights dialogues, human rights country strategies and human rights guidelines more meaningful in addressing related shortcomings in third countries. It equally praises the role of the EU Special Representative for Human Rights whose visibility and own-initiative powers should be enhanced."@en1
