"Conservatives recognise that the base metals industry is a cornerstone of our economy and recognise the increased challenges the sector has faced over recent years. We are alarmed at the surge in Chinese steel exports that have flooded the world market, often being sold overseas at a loss. There have already been a number of closures in the UK and if the current situation continues unabated further wholesale closures are inevitable. We are therefore in favour of the calls in the report backing EU-level anti-dumping measures which support the UK steel sector. However we do not support the introduction of a carbon border adjustment mechanism, which could encourage protectionism, lead to retaliation and undermine efforts to secure a global approach to climate change and emissions reduction. Conservatives also welcome the focus on the impact of high energy prices on competitiveness and agree that more needs to be done to compensate for indirect costs. However, obliging Member States to provide such compensation encroaches upon fiscal sovereignty, and harmonisation would be too burdensome to implement given the disparities that exist between Member States in terms of energy costs and intensity. Conservatives therefore voted against the report."@en1
