"Madam President, the Council of Ministers meeting this week is viewed with a great deal of interest in the United Kingdom, and many view it as a serious test of whether these institutions are capable of change and reform. A few weeks ago David Cameron published his agenda for negotiation. It is an agenda without ambition and very far removed from his stated aims for renegotiation in his Bloomberg speech of 2013. Back then he promised opt-outs from EU legislation, control over migration, curbs on the European courts and, fundamentally, he demanded treaty change. Today he has limited himself to so-called changes that merely reflect the status quo and a vague demand for greater competitiveness within the single market. His proposals around benefit uptake have met with fierce resistance. So is this Union up for negotiation? Are the European institutions capable of change? Or as many of my constituents believe, are we simply left to pay the bill while having our concerns ignored? It is a stern test for David Cameron. It is an even bigger test for Brussels, and the scant reference to this in both the Commission and Council contributions this morning does not bode well. Many in the UK have already decided, with the polls showing growing numbers opting for Brexit. Members, the ball is in your court."@en1
