"Madam President, we have been told for the last several years that it is highly unlikely, if not impossible, to meet the target of 2°C of warming. Now that we have agreed a limit of well below 2°C of warming, we are being told that we have to take further action rapidly to change our targets and our action plans to 2030 to reflect this, because we now have a global deal. Well, do we? Is it realistic to expect us all to change our behaviours? What are we even doing here in Strasbourg this week? Is this going to be the last time we are all required to travel here? The extra climate effect of the Strasbourg circus – no, we are not going to change that. That is not going to change; we will carry on as we were. So it is fine words. The wording of the agreement is illuminating, with phrases such as ‘as soon as possible’. There is no deadline year beyond 2050. What I was looking for was certainty – certainty to encourage investment. I would rather have certainty at lower levels of ambition than fine words that do not create the right conditions for business and governments to work together without coercion."@en1
