"Madam President, I find myself in a proverbial mood today. Let me begin by paying a tribute to Giovanni La Via, who led the European Parliament delegation. There is a particular proverb I think is appropriate here: ‘Between saying and doing, many a pair of shoes is worn out’. I’m sure that sounds better in Italian, but nonetheless it perhaps sums up the challenges which we face. A tribute to Laurent Fabius is also required, and the proverb there would be: ‘The first step binds one in the second step’ – we have to recognise what that will mean for us. But my greatest praise I leave again to Commissioner Arias Cañete, who has again been the centrepiece of the high ambition coalition. Yesterday I described him as rather like a Santa Claus character bringing gifts back from Paris; I will note that some of them are ticking, and I think that is perhaps the challenge which we here in this Chamber face, because so many of our targets – the 2020 and 2030 targets – are predicated upon a 2°C limit, and the ambition now within this wider Paris accord is greater than that. I think we need to recognise what that will mean for us all, both in this Chamber and beyond. I am the UK Conservative spokesperson on energy, so I speak only for the Conservatives in this particular debate – I wish not to speak for the rest of my Group. I think it is important to stress that we need to understand what this will mean for all that we are going to try and achieve, going forward. Will we need again to revisit any of the EU’s climate and energy package? That must be answered. We also have to recognise what this might mean for the emissions trading scheme – perhaps not in this first phase 4 revision – but beyond that. We also need to know whether the 1.5°C target will appear as an operational or aspirational component of future legislation. Finally, and perhaps most importantly, what impact assessment is being conducted? – so that we understand the full implications of what this will mean for all that we here in this Chamber must commit to and must do in the future. But this is a huge step forward."@en1
