"The common fisheries policy was reformed in 2013 so as to get the maximum yields of fish whilst also being sustainable.
The best way to achieve this is through technical measures and multiannual plans. The report proposes technical measures are introduced to prevent catches of juveniles and other by catches. Multiannual plans are concerned with the levels of fishing of a particular stock. There are 11 multiannual plans in the EU and they have to include a maximum sustainable yield target and a deadline for achieving it, discard ban and compulsory landing implementation provisions, remedial safeguards and review clauses.
The report calls for fishermen to be closely involved in the decision making process.
European commission is expected to present in early 2016 the proposal for a New Framework for Technical Measures and this report is pre-empting that."@en1
