lpv:spoken text	"I voted for this report due to the fact that the aim of the European Progress Microfinance Facility created in 2010 with total funding of EUR 205 million, is to give socially and financially disadvantaged people in Europe a chance to build a decent life. Progress Microfinance is currently available in only 22 of the 28 Member States. The reasons for this incomplete coverage are the varying degrees of economic development, varying degrees of market interest and the current legislative basis in each country. The facility helps people to realise their potential as entrepreneurs, develop new skills through training and monitoring and find jobs. Since the facility is aimed at target groups such as the unemployed, those claiming social security benefits, immigrants and people who cannot get conventional bank loans, it is primarily a socio-political instrument, providing loans of up to EUR 25,000."@en1
