"Mr President, I supported this report, but there are one or two issues I would like to highlight. Firstly, the report says that the ambitious energy targets should be agreed by the regions. This is very important because a one-size-fits-all approach to reaching the 10% target certainly will not work everywhere. It is important that we have demand-led targets, rather than generating capacity targets, as this could mean that we would have over-building of infrastructure in certain regions. Secondly, this report clearly references the need to use Best Available Technology (BAT) and this clearly means that undergrounding should be part of the mix. Indeed, it mentions the need for local acceptance, which is crucial to ensure that we can meet our interconnector targets. Otherwise projects can face long delays and planning appeals, and the cost will often exceed the original higher cost of undergrounding. Finally, the process of conducting transparent assessments when leading to the list of projects of common interest is crucially important and should be carried out on a cost—neutral basis at arm’s length from the promoters."@en1
