"Madam President, can I first congratulate the Commissioner on not insulting us by even pretending that this package has been delayed for any reason other than not to muddy the waters of the glorious deal that we are all expecting David Cameron to do in February. At least we know where we are, and it is nice not to be patronised. But, perhaps I could also suggest to her that if this deal had been done, if this package had been finalised a year ago, then rather than the whole of Europe being in angst-ridden negotiations with David Cameron about in-work benefits, we could have been a year into a situation in which we were paying the same rate for the same job in the same place and providing a living wage and decent conditions for European workers. We would not have to argue about in-work benefits if we had the fair rate for the job in the same place, and jobs."@en1
