"Madam President, like others, I also want to add my regret that we are not actually debating the published package tonight. We should realise that there are 27 countries that were extremely interested in this, and that they should not have to hang around waiting for just one. A lot is said in this Parliament – and indeed by the Commission – about the importance of labour mobility, about its positive role in the EU economy and for individuals themselves, providing new experiences and the opportunity to develop talents. They can use their talents where, as we have just been reminded by our colleague in Spain, there is no opportunity in their own countries. We also have the millions of cross-border workers on a daily basis and people filling vacancies in the labour markets at all skill levels. I want to stress that: it is at all skill levels. But this really needs to work for those individuals, and it is important that they can access their entitlements. I really hope that this package will also look at the gaps in systems and between systems, where people are not catered for, and we can see that through the Committee on Petitions, through cases at Solvit. I would like us to look at how we really match skills rather than seeing people employed well below their skill levels. I also want to remind people that it is not only workers who move. So the extension of the scope of the 2004 Regulation was important, and I hope we are not touching that."@en1
