"Madam President, I would like to thank and congratulate the rapporteur for his thorough review of the implementation of the Progress Microfinance Facility, which was created to build on the positive impact that micro-loans have on local economies in developing countries, and has been seen to be successful across European countries as well. It is not built to directly finance micro-enterprise, but allows providers or intermediaries to increase their lending. It has helped those they support to realise their potential as entrepreneurs, to develop new skills through training and monitoring and to find jobs. It is aimed at target groups: the unemployed, those claiming social benefits, immigrants – people who cannot get conventional bank loans. It is primarily a socio-political instrument, providing loans of up to EUR 25 000. As we know, the best social policy that one can give is the opportunity to help people to help themselves – to give them a leg-up, rather than a hand-out. Entrepreneurship gives people meaning, allowing them a stake in their own community, and that filters through in the value that it provides in terms of job creation, confidence and certainly vibrancy in that community. There have been a number of comments raised in the report. While the implementation of the Facility has been successful, nonetheless there are areas where it can be improved. In the area of women’s entrepreneurship, we need to ensure we look at best practice and encourage sharing of experiences and, of course, youth entrepreneurship. I very much look forward to the next step in this progress, the Social Innovation Programme in April 2016, and I look forward to the Commissioner’s contribution in that area."@en1
