"Mr President, my sympathies go out to all those who have suffered at the hands of terrorists across Europe and beyond, especially in my own constituency in Northern Ireland for over 40 years. Historically, terrorists have not worked in isolation, but have shared expertise, knowhow and equipment between their groups. It is therefore only right that we share best practice in protecting and supporting the needs of innocent victims and survivors of terrorism. Innocent victims and survivors of terrorism need support long after the media spotlight has shifted elsewhere. In my constituency, many individuals, families and communities continue to bear the physical and emotional scars associated with decades of terrorism. The needs of innocent victims and survivors are complex and evolve over time. Innocent victims and survivors have the right to truth and justice. They also have the right not to be retraumatised by terrorists seeking to glory in their acts of terror. In closing, we must clarify and clearly differentiate between innocent victims and perpetrators. Those who have sought to maim and murder are not victims. I support the victims, not the victim-makers."@en1
