lpv:spoken text	"I welcome today’s Motion for a Resolution calling on the Commission to evaluate the existing animal welfare strategy and come forward with a new strategy for 2016-2020. We have the strongest animal welfare rules in the world in Europe, but unless existing rules are properly enforced there is no point in bringing forward new legislation in this field. So the Commission should evaluate how the current strategy has worked and where it has failed on enforcement, they should propose ways of strengthening enforcement mechanisms to ensure that legislation on animal rights is not effectively worthless."@en1
