"The Parliament and the Commission have been pushing for a larger budget rather than de-prioritising less important spending programmes and re-allocating funds to short and medium term priorities. The ECR Group called for a ‘reprioritisation’ of the EU budget to meet pressing needs, while respecting the need to address the abnormal level of unpaid bills. The resulting agreement of the Conciliation Committee moves somewhat in this direction but there remain highly problematic elements within the budget which I would oppose. Only 800 million of margin remains for payments in 2016 leaving little room to cope with further unforeseen circumstances. This is likely to put pressure on the MFF ceilings during next year’s mid-term review, when these slim margins will inevitably be strained. Some European money needs to be targeted at the ongoing migration crisis. However, there is significant scope for redeployment of funding in multiple Headings from budget lines with low implementation rates and poor absorption capacity. The UK delegation has consistently argued against any increase in the EU budget. It should live within its means as agreed in the MFF. The same budgetary rigour applied to national spending should be applied to EU spending. The result of the Conciliation Committee does not sufficiently satisfy these principles."@en1
