After having examined all possibilities for reallocating appropriations, the Commission proposes to mobilise the Flexibility Instrument for the amount of EUR 1.5 billion through the Flexibility Instrument to finance measures in the field of migration. This includes unused annual amounts available for the Flexibility Instruments of previous years (2014 and 2015). That amount shall be used to finance measures for managing the refugee crisis. The refugee crisis is, and must continue to be, a priority for the EU and so I am supportive of this much—needed funding."@en1
