"This concerns many annual adjustment exercises with the overall impact on revenue amounting to a decrease in the GNI—based contribution from Member States to the EU budget of EUR 9.4 billion. For the UK, this equals GBP 1.2 billion. The UK Government estimated that when the 2015 gross payment for the annual VAT and GNI adjustment is considered, the transfer from the EU to the UK amounts to approximately GBP 630 million. This technical exercise has nevertheless become politicised by Parliament. The rapporteur attempted to link this annual adjustment to the migrant crisis during the budget negotiations, pressuring Member States to use their decreased contributions to the EU budget to match the Commission’s EUR 2.3 billion expenditure on the Trust Funds for Africa and Syria. The UK Government is the leading contributor to humanitarian aid in the EU, if not to these specific Funds. Despite Parliament’s attempted overreach, I can vote in favour of this report due to the decrease in Member States’ GNI—based contribution to the EU budget, and in the knowledge that Parliament’s attempt to link the annual adjustment to Trust Funds will have no legal effect."@en1
