"Mr President, we have to simplify European health and safety legislation and we have to find a way to remove administrative burdens while maintaining protection for workers. We need a simplified legal framework that helps SMEs to comply.
I believe that by removing complexity we will increase compliance. Currently we have 24 separate directives making up the occupational health and safety (OSH) acquis. In the UK, the Health and Safety Executive claims that simplification could help lift the admin burden on 220 000 SMEs, with no impact on health and safety protection. So action at EU level must be based on clearly identified risk and must be proportionate to that risk. We cannot eliminate risk altogether but we can manage it. If we wanted to eliminate risk, we would never cross the road – but by educating people and putting in crossings we can successfully manage that risk."@en1
