I think Member States have a responsibility and that they should not just be encouraged – it should be stronger than that; they should take a responsible attitude. I believe that, through the BEPS project that the OECD is proposing, we can make real progress. I think we have to recognise that we have a mismatch when it comes to tax systems in different Member States. So I do think Member States have a responsibility, and I think this report contains a lot of proposals that will help to ensure they discharge that responsibility."@en1
