"This vote represents a great step towards a change in the way we perceive the use of EU structural funds. Too often, these were spent on infrastructure. Yet we see that if these resources are spent properly to counter the impact of the economic crisis, they can be powerful in their contribution to fight poverty, unemployment and social exclusion, especially at a time when austerity is affecting the most poor and vulnerable. This report rightly emphasises the need to strengthen the role of local authorities and communities to build life-long programmes, to engage with local communities, with appropriate Member State and Commission support. A lack of definition of marginalised communities under the EU Treaties often entails their exclusion from social cohesion policies, because they are not consulted in the process. As a consequence, Roma and traveller communities lose out when these policy tools target discrimination and material deprivation. That is why we urge the Commission to come up with a definition, as a starting point to better tackling social inequalities with EU social policy."@en1
