"Mr President, I welcome this report, which focuses on ensuring that Cohesion Policy benefits communities that are marginalised for a variety of reasons and in a variety of ways. In Northern Ireland, the Structural Funds have for consecutive programming periods assisted victims of terrorism in my constituency who have historically faced physical, psychological and social barriers to employment, training and inclusion. This has included PEACE and the ESF. At no stage, therefore, should we rest on our laurels when it comes to ensuring that this funding continues to improve peoples’ lives.
In Northern Ireland in the current programming period, the managing authority, DEL, has shown complete disregard for the community, voluntary and women’s sectors in the implementation of the ESF, restricting the qualifications they can provide, the tutors they can employ and placing barriers before those who can enrol. These policies ignore the value of community provision and the long-standing benefits of the ESF for marginalised communities. It is high time that the European Commissioner reminded our Minister of this fact."@en1
