"Mr President, within this Chamber and within the Commission there are people who have genuinely good intentions in trying to create a framework where there is positive transparency in regulations and decency in relation to the protection of consumers in insurance products.
They all come together around a philosophy that there should be a single market with a single rule book and with a single idea that every one thing is exactly the same. Unfortunately, that was a philosophy of the 1940s and the 1950s, and nowadays it is fully recognised that, when you put rules together in one bundle, it only helps the large institutions – the major corporates who have the funding of the large compliance offices and regulators. You always put at depth and in problems the smaller and medium-sized businesses, and this directive will do that again."@en1
