"Madam President, more enforcement in coordination of the regulations that we already have is key to improving the welfare of animals. We know how important the health of livestock is to the success of European farming. It is vital for animal welfare that we continue to support European meat production and do not promote what I call ʽanimal welfare leakage’ by putting our own farmers out of business and ending up with more imports.
This does not mean, of course, that there should be no control. Mistreatment of animals must be prevented and care standards must be maintained, and indeed improved. Issues such as transportation are, of course, best dealt with at a European level, as trucks move across borders in the single market – notwithstanding Mr Deß’s experience today. But many issues can be dealt with at Member State level. Many Members here have suggested that there is a lot of talk about animal welfare and little action. That is simply not the case. We have the highest standards in the world. Let us stop talking ourselves down. We just need to make sure that Member State governments enforce them."@en1
