"Madam President, I was proud to be at the Valletta Summit earlier today and pleased to welcome the launch of the new EU trust fund for Africa there. I am very happy to be involved in this debate tonight, back in Brussels, to welcome the trust fund for Syria.
I would like to thank the budget authorities for their cooperation on this, and I am pleased that Parliament boosted the amount in our own vote on 14 October. Today, at the EU summit and in this Parliament, I make clear, on behalf of the Socialist and Democrat Group, that genuine new money must be pledged. This trust fund cannot be a cover simply for reassigning existing funds. If it is an instrument which will genuinely attract additional international donations, then it will be welcome.
To British Eurosceptics, who have simply tried to use this – and every debate – to criticise Europe, it is true that the initial Member State contributions have come from Italy and Germany and not my own country, Great Britain, but there are many of us in Britain who do believe that coordinated help amongst international donors can improve aid for those who receive it. That should be our objective.
Let us remember that, while thousands of refugees have come to Europe, there are millions in the states neighbouring Syria. There is a shocking humanitarian shortfall. But it is right that we plan beyond immediate humanitarian relief, that we help refugees to gain livelihoods to integrate in their new societies, to assist host communities to receive them and to maintain cohesion in countries which are themselves fragile. The refugee crisis has been beset by short—term thinking. This trust fund is about planning for the long term, creating a better future..."@en1
