"Mr President, first of all I would like to thank the rapporteur for his work on this resolution. I shall focus on the content of that, and of course the effort he has made to gain support across the groups. But whilst we agree with a great deal of the content, unfortunately there are three key areas which we cannot support. The first is in paragraph 7 and the reference to competition issues. In my view, it is not the EU’s role to determine how third-country global carriers run their businesses or are funded. Provided they are complying with the terms of their air service agreements and international obligations, we are not in a position to interfere. This approach would without doubt seriously damage the credibility of the EU, and it would also undermine our businesses. My second point focuses on the social agenda section. We stress that the aviation industry is recognised as a growing sector that has attracted and provided highly-skilled and motivated professionals, and that in order to continue this trend, current employment legislation on working conditions, standards and practices, including collective bargaining, should be maintained. Unfortunately, the additional paragraphs are extremely overly prescriptive and go into details on employment contracts, job location, etc, which are issues that come under the auspices of national and EU employment law and are not directly dealt with in the Committee on Transport and Tourism (TRAN). Thirdly, paragraph 23 makes a reference to EASA’s role in ICAO, and whilst fully supporting proper recognition of EASA as an extremely effective safety agency, I should stress that we do not support a single EU voice in this area. Worldwide, individual countries are contracted directly to ICAO under the Chicago Convention, and therefore I do not support the removal of the representative from each Member State. To conclude, these are the key reasons why we have tabled a separate ECR resolution, and we will be unable to support the joint resolution at this time. But we would like to thank the rapporteur and we do look forward, Commissioner, to receiving your proposals in December."@en1
