"I supported this Resolution on the very welcome proposal from the Commission for a Council Recommendation on the integration of the long-term unemployed into the labour market. Long-term unemployment has doubled since 2007 accounting for half of total unemployment, representing 5% of the EU’s active population, although this does vary significantly across Member States. These continuing levels of long-term unemployment tend to disproportionally affect society’s most vulnerable members and jeopardise efforts to attain the Europe 2020 headline targets of 75% employment of 20- to 64-year-olds and at least 20 million fewer people in, or at risk of, poverty and social exclusion.
The proposal has a three pronged approach: to better measure long term unemployment by increased registration and supports; assessing the individual potential, needs and job preferences of the long-term unemployed before they reach 18 months of unemployment; and offering tailor made ‘job integration agreements’ between long-term unemployed persons and the services involved. It is important to note with such job integration agreements that the authorities must acknowledge equally their responsibilities to the unemployed person as well as vice versa and that the individual’s personal qualifications and experience should be respected."@en1
