"Mr President, as you mention, Mr Nicholson was chosen as the rapporteur on this. He is a colleague of mine from Ireland and he is a sound, sensible guy, and when he proposes something he would not do so lightly. So, I had no problem in supporting this report. Essentially, it aims to ensure there is a proper evaluation and authorisation procedure, via a fully harmonised process, to protect the health of European citizens. We did not have many of these foods or food ingredients in the European Union prior to May 1997 but now, of course, we have many of them coming into Europe and they are innovative, they are newly developed and sometimes they are foods that are not used in Europe but are traditionally used in other countries. For these reasons it is important that we have proper regulation, and this regulation updates the categories of food which fall within the definition of novel foods and provides for the implementation of a centralised EU authorisation system to protect EU citizens."@en1
