"The report seeks to address the problems of the poor implementation of the European Citizens’ Initiative and the logistical and practical problems associated. The ECI could be a great tool to get citizens more involved in the democratic process, yet it has hitherto fallen short of this promise. With only three ECI reaching the target for consideration by the Commission, it is clear that the ECI needs to be more user-friendly and many of the obstacles need to be eliminated before it can become a useful instrument. In particular, I voted in favour of amendments 4 and 5 because they ensure that successful ECIs will get a real chance of having legal action made about them, whilst having satisfactory safeguards to protect European Citizens from abuse of the democratic instrument."@en1
