The proposal would make matters better than they are at the moment, but subject to tough criteria which would be very difficult to meet. Unusually, it recognises that some matters should be for member states to determine. Do I, then, vote the proposal down in the hope that the Commission will come up with a better one? Or do I support is because it is less bad than the current situation? Overall, I decided to abstain."@en1
