"Mr President, I was here in the last mandate when we were making efforts to grapple with the unprecedented recession which we have had, particularly in my own country. Month after month, Commissioner Barnier in particular has been putting forward proposals. Many criticised him, but I think now they are seen to be pretty effective and sensible, and now we are concluding with the banking union, etc. But the European Semester is a very important aspect of it, because it means that there will be outside guidance rather than supervision of the broad targets in budgets. With elections coming up, there is always a tendency for parties – be they in government or out of government – to try to buy the electorate, and this is not good in the long-term. Aspects like this Semester are good in the overall term, and also the exchange of best practices, something that has been mentioned, is obviously good for the Member States and creates a sense of the Union as well."@en1
