lpv:spoken text	"Madam President, can I add my thanks to all those who took part in this debate. It has been very useful and I would again like to thank all the shadow rapporteurs. This was a particularly delicate file to try to move forward and it was not easy at times. We had tremendous difficulties and it was tough, but during that tough time we acted in a very professional way and I pay tribute to them. Can I also pay a special tribute to Mr La Via, the Chair of the Committee, for his sterling work and his role in finding a way forward. It is time to move forward. We simply cannot risk extending the shelf life of an existing out-of-date regulation, so it is time, in my opinion, to move forward. I know there are many concerns about cloning but that is the responsibility of others; that is the responsibility of another file. Quite clearly, on nanomaterials, the definition has been moved to reflect safety concerns of Parliament and will be updated to reflect a scientific process through a delegated act. That is the reality. Can I say that I appreciate the concern on labelling but in the regulation, in the relevant article, it is clear. The words used are that it should be ‘appropriately labelled for the final consumer’. What more safety do we want in labelling for the final consumer? So I think we have brought forward a good report with tremendous difficulty, highly technical, something that Europe needs and requires. To those who say it is over-regulation, I am afraid on this occasion this is good regulation that will allow the industry, the small industry, to move forward. I would say to UKIP, as a parting stance, that as the small and medium-sized enterprises in the UK need this probably more than any other part of Europe, I hope they may change their mind or whatever they may want to do."@en1
