"Mr President, I would like to thank the rapporteur for his work, and it is regrettable that I will vote against the novel foods legislation. The report that came from the Environment, Public Health and Food Safety Committee was good, but while this legislation is an improvement on the Council’s position, it still fails to address key concerns with the legislating of novel foods. It is imperative that the precautionary principle is front and centre in nanotechnology. We already know that these particles take on different characteristics to their bulk counterparts. There may well be benefits to the technology, but we cannot simply railroad through legislation without developing a fit-for-purpose safety risk assessment. We must have longitudinal studies on the impact of this technology on the environment and human health. I also find it worrying that if EFSA requires or requests more information from industry as part of an application and they fail to provide it, this does not warrant the automatic halting of the procedure. We are sending out a signal to industry that withholding information is OK. Surely if industries are confident in their product they would make all information available. Furthermore, giving industry the responsibility of deciding whether a food is novel is also troubling. Who will police this, and with what resources? Consumer protection must always come first, and I do not believe that this legislation does that."@en1
