lpv:spoken text	"Mr President, in July 2014 the then candidate for the Commission Presidency, Jean-Claude Juncker, promised Parliament that he was going to address the democratic deficit in relation to EU GM authorisations, and he stated that he would not want the Commission to take a decision where the majority of Member States had not encouraged it to do so. Here we are – fast forward one year – and the promise to tackle the issue has been well and truly fudged. I welcome the votes by the Committee on the Environment, Public Health and Food Safety and the Committee on Agriculture and Rural Development to reject this half-baked proposal, and I call on all MEPs now to do the same. However, I urge colleagues not to allow the Commission off the hook on this issue. It must go back to the drawing board and come up with a new proposal which is fit for purpose. Citizens and environmental groups have genuine concerns surrounding GM foods, including about their environmental impact and their implications for food sovereignty, and these are clearly reflected in the decision by 19 Member States to opt out of GM cultivation. With this weak proposal the Commission has missed a good opportunity to address one of the weak spots – namely in relation to the authorisation procedure and the European Food Safety Authority’s risk assessment procedure, which must be reformed. Parliament itself, in its resolution on GM product 1507, called for a freeze on any new authorisations until the risk assessment procedure had been improved. It is a rarity when biotech companies and environmental NGOs are in agreement. This proposal has more legal loopholes than a string vest, and I believe that the only people willing it to pass are the lawyers who will be cleaning up in the aftermath."@en1
