"Madam President, Article 23 of the Common Provisions Regulation is a destructive mechanism that further entrenches austerity policies and threatens to undermine the goals of cohesion policy. Both Sinn Féin and GUE/NGL Group are fundamentally opposed to this mechanism on a number of fronts. The provision is fundamentally undemocratic and was imposed despite strong opposition from this Parliament. Despite a few token concessions in negotiation, the Commission and Council have further diluted the powers of the European Parliament in imposing this mechanism. We do not accept that the purpose of Article 23 is to achieve a more sustainable and efficient cohesion policy: it is about imposing antisocial diktats to strengthen and deepen a failing monetary union. By linking investment co-financing through European structural and investment funds to national deficits, it imposes austerity policies on local and regional authorities for budgetary issues beyond their control. Forced re-programming and suspension of funds under the provision will cause significant harm, particularly to vulnerable regions and Member States still suffering from the economic and social crisis. My resolution demands that the Commission should not use Article 23 and that it should immediately move for its review. It should be replaced by a democratic mechanism involving Parliament and the effective communities and partners."@en1
