"Mr President, ‘Off Target: the case for bringing EU regional policy back home’ by Open Europe, is, I believe, the best policy document on this subject that there is. It could form the blueprint for radical change without decreasing the funding going to newer Member States. I have called on the UK Government to include these Open Europe proposals in its reform and renegotiation discussions. After all, we are talking about a third of the EU’s total budget. If the possibility of Brexit does not mean that it is time to push for big changes, then when is? At the moment, the policy brings to mind magazine of 1895 and George du Maurier’s curate’s egg: ‘I am afraid you have got a bad egg, Mr Jones’ – ‘Oh no, my Lord, I assure you that some parts of it are excellent!’ Thus, the ECR Group welcomes Mr Ruas’s report, but it should be just the start. Ultimately, I want regional development that is time—limited, not permanent, so that the cohesion money is used rightly, as an investment and not as a way of life."@en1
