"I believe that it is crucial that testing programmes get under way as quickly as possible in order to ascertain what the situation is for VW and the implications for other car types. I support EU wide action to ensure potential manipulations are investigated throughout the automobile sector and to assess to what extent independence and accountability of the national type approval and testing authorities can be improved. I also believe that coordinating approaches across Member States will improve consistency and enable testing of the widest range of vehicles. It is important that the resolution addresses the introduction of the Real Driving Emission (RDE) testing procedure, which would reflect real-world emissions and allow authorities to detect the use of defeat devices. The RDE procedure must be introduced as soon as possible to allow for new tests which eliminate conformity factors (the multiple by which engines can exceed current emission limits) and ensure that Euro 6 limits are finally met. However, I voted against this report as it made unsubstantiated allegations against both the Commission and Member States regarding their complicity in the actions of VW and prejudges the outcome of ongoing investigations by calling for increased EU oversight and new Commission controls over the type approval regime."@en1
