"I supported this report but was disappointed that an amendment to ensure reimbursement of subsidies and tax benefits received on the basis of claimed environmental performance where a defeat device was found was narrowly defeated. This sends the wrong messages to Member States and to companies. EU subsidies must be conditional on a genuine and documented effort to earn them – otherwise the penalties for non-compliance are meaningless. Surely fraud has to be punished at all levels. Secondly there is the thorny question of who is to blame, and if we are to call for enquiries/investigations etc. we cannot prejudge the outcomes. We accepted the need for these enquiries, so saying someone was to blame or not to blame at this point in time is redundant. The time for that debate is when we see the outcome of investigations and not before."@en1
