"I voted in favour of refusing discharge to the Council and in favour of the accompanying resolution. The Council continues to refuse to answer any questions from the European Parliament, nor does it submit all relevant papers. The Council upholds its position that the so-called ‘Gentlemen’s Agreement’ between Council and Parliament from 1970 means that Council and Parliament will not scrutinise the implementation of their respective sections of the budget. In practice this means that the Council will not answer any questions or submit all the relevant papers. In addition to this, the Council argues that it is granted discharge for its budget the decision to grant the Commission discharge. This is in stark contrast to the current interpretation of the TFEU and subsequent practice where each heading of the budget is granted discharge individually in order to maintain transparency and democratic accountability. Furthermore, the Commission has (politely) rejected to take responsibility for the Council’s budget. This lack of transparency in the use of taxpayers’ money is unacceptable. For this reason I voted in favour of the report, which postpones the decision to grant discharge."@en1
