"I was very happy to support the updating of this important regulation which aims to eradicate the involvement of EU—based companies in the trade of goods which could be used for capital punishment or torture. The EU is committed to eliminating both torture and the death penalty globally but regrettably both practices still occur with trade in torture tools booming. Although the Commission has twice updated the lists of products covered by the regulation, loopholes still exist. This latest proposed update was strengthened by amendments from the Parliament which I supported which aim to widen the current EU ban to include services, finance, transport and insurance and also ban transit of prohibited goods via the EU. The introduction of a ‘catch all clause’ which allows additional authorisation requirements to be imposed swiftly for goods not covered by the regulation ensures that additional safeguards against risks are in place and allows the regulation sufficient flexibility to react to changing technologies. An important qualification of the clause is that medicinal products not be covered even where they could be used for the purpose of capital punishment to prevent the restriction of legitimate use of medicinal products."@en1
